 NUCLEAR PHYSICAL NEWS

 

One of our main focuses so far in 2010 has been travel and outage agreements. We have a signed 2010 outage agreement that pertains to all outages scheduled at Local 15 represented sites for this year. So far for 2010 we have also signed three travel agreements for Local 15 employees to travel to non Local 15 sites for there scheduled outages, they are Three Mile Island, Clinton, and Limerick. We are also in the process of signing an emergent travel agreement so that Local 15 employees can travel to non Local 15 sites when emergent needs arise. We are also trying to work out details for a Reactor Services travel agreement to deal with the special issues for that department. We are expecting to make more progress once the spring outage season is finished. Site Chief Stewards are sent copies of all of these above mentioned agreements as they are signed. 

As most of you are aware the newly implemented NRC work hour rules have created many new issues. The Company and Union have agreed to create a master grievance that all issues are then filed under and tracked on a master spreadsheet. This master grievance has progressed through the process and is waiting for arbitration. This is a problem that all Company’s and Union’s involved in the nuclear industry are dealing with across the country. As there is more information available it will be communicated. 

Discussions regarding Zion Station decommissioning have resumed, with the potential for associated work to start this year. Local 15 and the Company are in on-going negotiations discussing issues surrounding this activity. Zion Chief Steward Terry Creekmore and Zion Operator Ken Mitchell are assisting Local 15 Business Representatives in these discussions. We are also in contact with other Local Unions who have represented sites that have gone through the decommissioning process, to learn as much as we can about their experiences.  

Due to a recent regulatory update to 10CFR73.55 the Company is exploring having security employees perform warehouse package searches at the sites. Currently not all sites are performing this activity the same. The Union has set up meetings with the Company to discuss this change. Our interest is to continue to have Local 15 employees perform the physical work associated with these searches. 

We are trying to get dates that work for everyone so that we can have another quarterly Chief Stewards meeting. Tentatively we are looking at sometime towards the end of May. We will communicate the date once we have a firm commitment.  

And finally the process of splitting the CBA’s and reviewing all associated language is almost complete. We expect in the very near future to have actual copies of the CBA to make a final review of before they are printed in mass.

NUCLEAR CLERICAL NEWS

LaSalle Station Kindle Pilot

On February 9, 2010, Local 15 was notified by formal notification, as required by Article 5, Section 9 of the Collective Bargaining Agreement, of a technology change affecting nuclear clerical employees in the bargaining unit at the Nuclear Stations.  The Company plans to begin a pilot program using Kindles at LaSalle Generating Station for daily electronic meeting documents.  Currently, bargaining unit employees copy and prepare the manuals used by the Directors/Managers in the meetings.  With the technological change, the information will now be downloaded/uploaded by bargaining unit employees into handheld Kindles to be used in the meetings in lieu of the hardcopy manuals.  The Company will conduct a demonstration of how the Kindle works at LaSalle Station for Charlotte White, Business Rep and Tom Tibbles, Chief Steward, LaSalle Station in March 2010.
